รายการ "รัฐบาลยิ่งลักษณ์" พบประชาชนวันนี้ น.ส.ยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี ไม่ได้มาออกรายการด้วยตัวเองเนื่องจากอยู่ระหว่างการปฏิบัติภารกิจเยือนต่างประเทศ แต่ก็มี ร.ต.อ.เฉลิม อยู่บำรุง รองนายกรัฐมนตรี ในฐานะผู้อำนวยการศูนย์พลังแผ่นดิน ปราบปรามยาเสพติด, พล.ต.อ.เพรียวพันธ์ ดามาพงศ์ ผู้บัญชาการตำรวจแห่งชาติ และ พล.ต.อ.อดุลย์ แสงสิงแก้ว เลขาธิการสำนักงานป้องกันยาเสพติด (ป.ป.ส.) ออกรายการแทน โดยมี นายจอม เพชรประดับ เป็นผู้ดำเนินรายการ

ซึ่งเนื้อาหาของรายการในวันนี้เป็นการพูดคุยเกี่ยวกับ แนวทางในการปราบปราม ตามนโยบายเร่งด่วนของรัฐบาล โดยร.ต.อ.เฉลิม ระบุในรายการว่า นโยบายปราบปรามยาเสพติด ซึ่งเป็น 1 ในนโยบายที่ได้หาเสียงไว้ และเมื่อเป็นรัฐบาล ก็พยายามเร่งดำเนินการ

ร.ต.อ.เฉลิม กล่าวว่า ระหว่างรณรงค์ของพรรคเพื่อไทยที่ไปหาเสียง ได้หาเสียง 3 ข้อ แก้ยาเสพติด แก้ปัญหาเศรษฐกิจ และปราบปรามการทุจริตเด็ดขาด พอเป็นรัฐบาล นายกฯยิ่งลักษณ์บอกให้เป็นนโยบายเร่งด่วน กำหนดเป็นวาระแห่งชาติ นอกจากนี้ จะขอความร่วมมือผู้ประกอบการสานบันเทิง ช่วยดูแลไม่ให้มีการค้ายาเสพติดในสถานบันเทิง และตั้งเป้าลดยาเสพติดให้มากที่สุดภายใน 1 ปี

ทุกรัฐบาลที่ผ่านมาต้องการแก้ปัญหา แต่ความเข้าใจไม่เหมือนกัน ยุคนี้นายกฯมอบให้ตนแก้ปัญหาที่ต้นเหตุ ปิดรอยตะเข็บได้ และสกัดเรื่องสารตั้งต้นก็มารูปแบบใหม่ใช้ยาแก้หวัด แต่เราก็จับได้ เราปิดรอยตะเข็บ ผมขอร้องผบ.ตร.ให้เอาลวดหนามไปปิดจากด่านแม่สาย ปัญหาเกิดจากที่อื่น เข้ามาทาง 8 จังหวัดภาคเหนือ เข้ามา 87% ใน 8 จังหวัด หนัก 3 คือ เชียงราย แม่ฮ่องสอน เชียงใหม่

"ที่ผ่านมาไม่ทำ ไม่เข้าใจ ไปแก้ปัญหาปักษ์ใต้ ไปดักเอาแถวชุมพร สุราษฎร์ มันไม่ได้มาจากทางใต้ มาจากทางภาคเหนือ ถ้าปิดทางเหนือได้เราได้ชัย คนร้ายทั้งหลายฟังผล ผมรู้ การแก้ไขปัญหาต้องบูรณาการ ผมเน้น 3 เรื่อง ลดแหล่งผลิต ลดความต้องการ และลดโพเท็นเชียลดีมานด์ เมื่อเราลดซัพพลาย จะสั่งในคุกนอกคุกไม่สำคัญ แต่สั่งแล้วเอาเข้าไม่ได้ ปัญหาก็ไม่เกิด หรือในสถานบริการ จำหน่ายไม่มาก แต่เป็นการเพิ่มกลุ่มเสี่ยง ที่เน้นกรุงเทพ และปริมณฑล เพราะต้องการเสพยาเสพติด 60% ส่วนที่มาทางเหนือ 87% "

พร้อมกันนี้ รองนายกฯได้กล่าวเตือนผู้ที่เกี่ยวข้องกับแก็งยาเสพติดว่าให้ระวังการฆ่าตัดตอน ซึ่งไม่ใช่จากเจ้าหน้าที่ตำรวจ แต่จะเป็นการกระทำของกลุ่มผู้ค้าด้วยกันเอง

"ขอเตือนไปยังกลุ่มแก๊งค้ายาเสพติด ให้ระวังตัว ให้เลิก เพราะว่า อาจจะมีการหักหลังกันเอง ฆ่าตัดตอนอีก แต่เป็นการกระทำของผู้ค้าเอง ไม่ใช่จากเจ้าหน้าที่ตำรวจ"

ด้านพล.ต.อ.เพรียวพันธ์ กล่าวถึง กรณีการดำเนินการแก้ปัญหาหรือจับกุมที่จะไม่ละเมิดสิทธิ์ว่า ทุกอย่างไปละเมิดสิทธิ์เขาไม่ได้ แต่กรณีที่คนร้ายต่อสู้ทางตำรวจก็ต้องป้องกันตนเอง

ส่วนพล.ต.อ.อดุลย์ กล่าวว่า ในปีนี้มีแผนที่จะลงไปในระดับพื้นที่ 6 หมื่นหมู่บ้าน และแผนบำบัดรักษา 4 แสนคน เป็นบทบาทของกระทรวงสาธารณสุข และแผนที่จะลงไปตามโรงเรียนก็เป็นบทบาทของกระทรวงศึกษาธิการ ทุกกระทรวงต้องขับเคลื่อนไปพร้อมๆกัน
